Yes, it can and should be applied to LEGACY. Check out the work of Harvard prof Lani Gunnier (spelling?). She is AWESOME! She was talking about a program that would allow the top 5% of any cl in a state get addmitted into their choice of state schools and other such programs that would level the playing field.
